YÖNETSEL BİR ARAÇ OLARAK KAMU ORGANİZASYONLARINDA STRATEJİK PLANLAMA VE KURUMSAL PERFORMANS ÖLÇÜMÜ AÇISINDAN ÖNEMİ

Kamu organizasyonları tarafından, toplumda kamu yararı ihtiyacını karşılamak üzere (kamu düzeni, kamu hizmetleri) çok sayıda yönetim uygulamasından yararlanılmaktadır. Stratejik planlama, söz konusu bu yönetim uygulamalarının temelinde yer almaktadır. Bir başka deyimle stratejik planlama, işletme yönetimi ve özel yönetimlerde olduğu gibi kamu organizasyonlarının da aktif olarak yükümlülüklerini yerine getirmelerinde ve geleceklerini öngörmelerinde kullanılan önemli yönetsel bir araçtır. Bu makalede, stratejik planlama sisteminin kamu organizasyonları açısından nasıl uygulanacağı konusunda bilgiler verilmektedir. Ayrıca stratejik plan hazırlayan ve uygulayan kuruluşlardan elde edilen bazı önemli kurumsal veriler çalışmada yer almaktadır. Bu anlamda çalışmanın amacı, kurumsal performans ölçümüne dayanak oluşturan stratejik planlanmanın unsurlarını tanımlamak ve açıklamaktır. Yöntem olarak çalışmada dolaylı ve alıntısal araştırma yöntemi kullanılmıştır. Kullanılan bu yönteme dayalı olarak elde edilen verilerden, stratejik planlamanın, organizasyonel etkililik ve verimlilik açısından önem taşıdığı ve kurumsal performans ölçümü öncesi hazırlanmasının gereklilik arz ettiği yargısına ulaşılmıştır

STRATEGIC PLANNING AS A MANAGERIAL TOOL IN PUBLIC INSTITUTIONS AND ITS IMPORTANCE IN INSTITUTIONAL PERFORMANCE MEASUREMENT

A wide range of managerial practices are utilized by public institutions in order to meet the needs of public interest (public order, public services). Strategic planning lies at the heart of these management practices. In other words, strategic planning is an important managerial tool used by public institutions to fulfill their obligations actively and foresee their future as in business administration and private administrations.This article discusses how the strategic planning system will be implemented in public institutions. In addition, the study also includes some important institutional data obtained from institutions that prepare and implement strategic plans. In this sense, the study aims to describe and explain the elements of strategic planning that underpins institutional performance measurement.The study adopts indirect and review type research methods. According to the analysis of the data obtained based on this method, it was concluded that strategic planning is of importance in terms of institutional efficiency and productivity and that it is necessary to prepare it before any institutional performance measurement
