POLONYA’DA YEREL YÖNETİMLER MALİYESİ VE GELİŞİMİ

Bu çalışmada Doğu Avrupa ülkesi örneği olarak Polonya'daki yerel yönetimler maliyesi ele alınmış ve özellikle belediyeler açısından incelenmiştir. Polonya'nın idarî ve malî yapısının yerel yönetimler özelinde ele alındığı bu çalışmada tarihsel süreç içerisinde birçok önemli değişimin yaşandığı ortaya konulmuştur. Polonya'da İkinci Dünya Savaşı'nın ardından Sovyetler Birliği'nin dağılmasına kadar Sosyalist sistem uygulamaları yürütülmüştür. Söz konusu değişim ile birlikte piyasa ekonomisine geçiş sürecinin başladığı Polonya'da, Avrupa Birliği üyelik süreci bu durumu hızlandırmıştır. Piyasa ekonomisine sahip ülkelerdeki uygulamalara benzer şekilde, Polonya'nın da yerel yönetimler maliyesi alanında değişim baskısı yaşadığı görülmektedir. Çalışmada özellikle belediyelerin hizmet sunum ve finansman yöntemlerinde özel kesime giderek daha fazla yer verildiği sonucuna ulaşılmaktadır

LOCAL GOVERNMENT FINANCE AND ITS DEVELOPMENT IN POLAND

In this study, the finance of local administrations in Poland -as an example for Eastern Europe- was discussed and studied particularly in terms of municipalities. In the study through which the administrative and financial structure of Poland was studied in particular detail to local administrations, it was revealed that many important changes had occurred throughout history. Socialist system implementation persisted, beginning from the end of the Second World War until the disintegration of the Soviet Union. In Poland where transition to market economy started following this last change, the membership process initiated with the European Union has accelerated this transition. Similar to the implementations with market economy, it is observed that also Poland experiences a pressure stemming from change in the field of finance of local administrations. It was concluded in this study that, private sector is included more and more particularly in regards to municipalities’ service provision and their financing methods
