EUROPOL: TÜRKİYE’NİN OPERASYONEL İŞBİRLİĞİ TARTIŞMASI

Suçun, yirminci yüzyılda, uluslararası bir boyut kazanması, Avrupa'yı, suçla uluslararası etkin bir mücadelede sürekli bir arayış içerisine itmiştir. Bu yüzyılın başında, Avrupa menşeli olarak kurulan Uluslararası Kriminal Polis Teşkilatı-İnterpol ile istenen başarıyı yakalayamayan Avrupa, yüzyılın sonunda, terörizm ve organize suçlar ile mücadele etmek için Europol isminde bölgesel bir güvenlik teşkilatı kurmuştur. Europol, suçla mücadelede etkin bir rol oynayabilmek için ülkeler ile operasyonel ve stratejik olmak üzere iki farklı işbirliği yapmaktadır. Türkiye, suçla uluslararası mücadelede, İnterpol'ün yanında, bölgesel anlamda Europol'ü de kullanmak istemektedir. Bunun için Europol ile olan stratejik işbirliğini, operasyonel işbirliğine yükseltme çabası içerisindedir. Bu makale, Türkiye'nin Europol ile operasyonel işbirliği kurma ihtimali ve daha çok Europol'ün uluslararası suçla etkin bir mücadele aracı olup, olmadığını irdelemek amacıyla kaleme alınmıştır

EUROPOL: THE DISCUSSION ABOUT OPERATIONAL COOPERATION OF TURKEY

Having crime gained international dimension in the 20th century, it pushed Europe into a continuous quest for international struggle. On the outset of the century, Interpol, which was established as European organization, has not accomplished its mission as Europeans have expected. This failure urged Europe to search for a new organization. At the end of the century, a security organization by the name of Europol was established to fight against terrorism and organized crime in Europe. Europol maintains strategic and operational co-operation with other countries to play an essential role in crime fighting. In addition to Interpol, Turkey wants to use Europol in fighting crime at regional basis. To do this, Turkey wishes to elevate its strategic co-opeartion status to operational status. This article is written about the possibility of this cooperation and whether Europol is effective organization in fighting crime regionally
