Turkey has be en an associate member of the EV sinee i963. TheAnkara Agreement of 19631 regulates cconomie, social and financial mallers. In the preamble, it is stated that the agreement seeks to bring about 'evercloser bonds between the Turkish pcople and the pcople brought together inthe European Economic Community'. It was believed that social and culturalintegration between their people could best be achieved through themovement of peoplcs across national boundaries. This, the parties sought toachieve through the gradual introduction of 'freedom of movement forworkers, professionals and entrepreneurs' (Articles 12 to 14 of the AnkaraAgreement) Since the international mavement of labour involves far greaternumber of individuals, it is this aspect of social integration whieh deservesparticular attention.
