The Palestinian people are in a state of dislocation anddispersion for the last 33 years. Their statelessness has denudedthem of human rights, and their subjugation/dependence hasdeprived them of the commonly accepted standards of civilizedbeing and living. They live in perpetual dehumanizing conditions, and are under constant danger for their lives. The fruitsof human civilizational, social, and political progress as expressedby the world community in the form of the Charter of the UnitedNations and the Universal Declaration of Human Rights, havefailed to reach them.
