fo defend the freedoms of the individual and to respecttheir fundamental rights, that are recognized by the Universal Declaration of Human Rights and by other conventions conceming human rights, are primary duties andresponsibilities of all states and states parties to the concerned conventions.All acts of terrorism like aerial hijacking, hastagetaking, kidnapping or extortion of persons, wilfully an':!.dreadfully killing or heavily wounding the persons forhighly political ends, constitutes a heavy breach of thefundamental rights and freedoms of the individual. if suchacts are committed against the aliens, in this case the stateon whose territory such crime is committed and has defectsor negligence, bears international responsibility. In addition,states that support terrorism, if they do dare to declaredirectly or implicitly, also bears international responsibility. But this is a question beyand the scope of this paper.
