Kamu Çalışanlarının Stratejik Planlama Süreç ve Sonuçlarına İlişkin Görüşleri: Bir Olay Çalışması

Bu çalışma, Başbakanlık Sosyal Yardımlaşma ve Dayanışma Genel Müdürlüğü personelinin kurumun stratejik plan süreç ve sonuçlarına ilişkin görüşlerini ortaya koymayı amaçlamaktadır. Araştırma aracı olarak anket kullanılmıştır.  Araştırma bulguları çalışanların önemli bir oranının stratejik plan hazırlama ve uygulama sürecinin Genel Müdürlüğün ortak misyon etrafında birleşmesi, tehditleri, zayıf ve güçlü yönleri değerlendirmesi, kısa, orta ve uzun dönemli amaç ve strateji geliştirmesi, vatandaş ve dış paydaşlarla işbirliğinin güçlendirmesi gibi yönetim süreçlerine olumlu katkı sağladığına inanmaktadır. Katılımcıların açısından stratejik planlama uygulamalarının en önemli katkısı kurumsal etkinlik ve kaynak tasarrufu alanındadır.  Diğer taraftan araştırma stratejik planının orta ve uzun vadede kurumsallaşması için önemli bazı dersler/ problemler de ortaya koymaktadır. Bu kapsamda, çalışanların ve özellikle orta düzey yöneticilerin stratejik planlama süreçlerine daha fazla katılım ve desteğinin sağlanması önem kazanmaktadır.
