Sosyal güvenlik sistemlerinde uyum sorunu ve denetim mekanizmalarında etkinliğin sağlanması
Bu çalışma, değişen demografik, ekonomik ve sosyal koşullar kapsamında sosyal güvenlik denetim sistemlerinin rolünü ve etkinliğini analiz etmeyi amaçlamaktadır. Nüfusun yaşlanması, değişen geleneksel ailepıları, işgücü piyasalarında esnekleşme ve a-tipik istihdam biçimleri, refah sunumunun değişen doğası refah kapitalizmin Altın Çağında kurumsallaşan sosyal güvenlik sistemlerine uyum konusunda çeşitli sorunlarratmaktadır. Sosyal güvenlik sistemlerine uyumu sağlamada denetim mekanizmalarının yeniden yapılanması ve etkinliğinin artırılması gereksinimi bulunmaktadır. Bu konu üzerine güncel tartışmalar, kurumsal yapının, sosyal güvenlik kurumları ile ilgili kurumlar arasındaki koordinasyon ve işbirliğinin, yenilikçi denetim yaklaşımları ve modellerinin, denetim elemanlarının kapasitesinin güçlendirilmesi ile denetim sistemlerinde katılımcı ve özdenetimi sağlayan mekanizmalarının önemine işaret etmektedir. Bu çalışmada, bu göstergeler ışığında Türkiyede sosyal güvenlik denetim sisteminin etkinliği, TÜBİTAK KAMAG programı tarafından desteklenen Kayıtlı İstihdama Geçişte Etkin Denetim Modellerinin Araştırılması başlıklı projenin bulgularına dayanılarak analiz edilmektedir. Çalışmada sadece sosyal güvenlik müfettişleri ve denetmenleri ile yapılan derinlemesine görüşme ve anket bulguları kullanılmıştır.
Compliance problems in social security systems and providing efficiency at ınspection mechanisms
This study is aimed at analyzing the role and efficiency of social security inspection systems in changing demographics, economic and social conditions. Population ageing, changing traditional family structures, flexibilization and a-typical employment patterns in labour market, changing nature of welfare provision cause to produce various compliance problems in social security systems institutionalized golden age of welfare capitalism. To provide compliance in social security systems it is essential that re-organize and increase efficiency of inspection mechanisms. Current debates on this issue indicate that institutional structure, cooperation and coordination among social security institutions and related organizations; innovative inspection approaches and models; capacity building of inspectors and participative and self-control mechanisms in inspection systems are important elements to provide compliance. In this study in the light of these indicators, itanalyzed efficiency of social security inspection system in Turkey based on findings of Project on Research on Efficient Control Models in Transforming to Formal Employment sponsored by The Scientific and Technological Research Council of Turkey- Public Research Group (KAMAG). In this study we use the findingsdeep interviews and questionnaire related with only social security inspectors and controllers.
