Değişen Refah Devletleri ve Sosyal Yardımlar

Değişen ekonomik ve sosyal koşullar karşısında tüm dünyada sosyal yardımların sosyal korumadaki rolü artmakta; gelişmiş sosyal güvenlik sistemlerinde sosyal yardımlar marjinal konumundan sıyrılarak merkezi bir konuma gelmektedirler. Bu çerçevede, sosyal yardımların sosyal korumadaki yeri ve işlevleri, refah rejimlerinin özelliklerine göre belirlenmektedir. Türkiye'de, sosyal korumanın çalışmaya bağlı yapısı ve sosyal sigorta modelinin krizi, yeniden yapılanma sürecinde sosyal koruma ile çalışma arasındaki ilişkinin güçlendirilmesini beraberinde getirmektedir. Ancak eş anlı olarak işgücü piyasasında işsizlik ve güvencesiz işlerin artışı, bu işlerde çalışmak zorunda kalan geniş bir kitlenin sosyal korumadan dışlanmasına ve sosyal yardımlara bağımlı hale gelmesine neden olarak bir kısır-döngü yaratmaktadır. Bu tip eğreti istihdam biçimlerinde çalışanlar, çalışsalar bile yoksulluk tuzağından kurtulamamakta; dolayısıyla sosyal yardımlar ile güvencesizlik arasında bir kısır döngü ortaya çıkmaktadır. Bu kısır döngünün kırılması ise, mevcut ekonomik ve sosyal koşullar kapsamında, düzenleyici işgücü piyasası politikaları ile sosyal güvenlik sisteminin yeniden dağılımcı karakterini güçlendiren bütüncül politikaları gerekli kılmaktadır

Changing Welfare States and Social Assistances

The roles of social assistance programmes in the social protection systems have been increasing all over the world under the changing economic and social conditions. The marginal roles of social assistance programmes in social security systems have been changing and social assistance programmes have become central part of social security systems in the developed social protection systems. In this framework, the roles and the functions of social assistance programmes in the social protection systems have been determined based on the different characteristics of welfare regimes. In Turkey, as a result of the welfare regime based on working and employment patterns; crisis of social insurance model and the restructuring of social security system, participation in the labour market and employment patterns are becoming the main determinants of access and level of the social protection. At the same time, the increasing unemployment and precarious employment patterns have caused to social exclusion of large amount of the workforce and the increasing need of social assistance. Precarious workers can not get rid of poverty trap although they are working. Consequently, there have been emerging vicious circle between social assistance and precarity. In order to break down this vicious circle; holistic approach with the goal of strengthening the redistributive function of social security and re-regulative employment policies is required under the circumstances of the current economic and social conditions
