Osmanlı Devleti ve Rusya'nın Yahudi Politikası

Osmanlı Devleti ve Rusya çatıları altinda bir çok farklı dinî ve etnik grupları barındıran çok uluslu devletler olmalarına rağmen, bu iki devletin genel olarak azınlıklara, özel olarak da Yahudilere uygulamış olduğu politikalar birbirinden farklıdır. Bu makale karşılaştırmak bir perspektiften, Osmanlı Devleti ve Rusya'nın, Yahudilerin bu ülkelere girişlerinden 20. yüz yıl başlarına kadar, Yahudilere karşı politikalarını incelemekte ve bu politikalara neden olan farklı sosyal, ekonomik ve politik yapılara değinmektedir. Ayrıca makale, devletlerin uygulamış olduğu politikalarla sıkı sıkıya ilişkili olan Yahudi Düşmanlığı (anti-Semitizim) konusunu irdelemektedir: İki ülkede Yahudi düşmanlığının ne anlama geldiğini, kimler tarafından nasıl ifade edildiğini veya tepki ile karşılandığını incelemektedir. Rus hükümetlerinin, Osmanlı devletinde olduğu gibi, tutarlı, eşitlikçi bir azınlık politikası olmamıştır. Merkezin ve merkezin politikaları üzerinde etkili çevrelerin-aristokratlar vb.-çıkarları ve talepleri doğrultusunda, Rus hükümetleri Müslümanlara veya Yahudilere karşı uyguladığı politikaları dönem içerisinde değiştirmiştir. Osmanlı Devleti'nde ise, Osmanlı padişahları, millet sistemi çerçevesinde, yine devletin çıkarları doğrultusunda millet sisteminden çok fazla sapma olmadan azınlıklara karşı daha eşitlikçi ve tutarlı bk politika izlemiştir.

Even though both were multi-national states consisting of different ethnic and religious nations, Ottoman and Russian states differed from each other in terms of thek policies toward the minorities in general and to the Jews in specific. In a comparative way, this article examines, from the 15th-l6th centuries to the beginning of the 20th century, the Jewish policies of Ottoman and Russian states and analyzes different social, economic and political structures that set the ground for these policies. Also, the article examines the issue of anti-Semitism in both countries and analyzes what anti-Semitism meant, who supported or stood against it. Russian governments lacked a consistent and just policy toward the minorities. In accordance with the interests of groups, i. e. Aristocrats that had great impact on government policies, Russian governments changed their policies toward the Jews and other minorities. Whereas Ottoman governments, in accordance with the millet system and the state's interests, pursued a more consistent and just policies toward the Jews.
