Uluslararası ilişkiler disiplininin soy kütüğü

Modern anlamda uluslararası ilişkilerin (ui) miladı olarak kabul edilen 1648 Westphalia Antlaşması'ndan günümüze, uluslararası ilişkiler hem kapsadığı alan hem de ilişkiyi anlamlı kılan kurucu özneleri bakımından daha geniş bir yelpazede anlam ifade etmektedir. Özellikle XX. yüzyıl ile özdeşleştirilen kırılmaların da etkisi ile uluslararası ilişkileri açıklamak giderek zorlaşırken birim, yapı ve süreç arasındaki ilişkileri analiz etmek de güçleşmiştir. Uluslararası ilişkilerin daha karmaşık bir hal alması ile bu ilişkilerin mantığının anlaşılması adına teorik zemin de belirmeye başlamıştır. Ancak, bu dönüşüm sosyal bilimlerin diğer alanları ile karşılaştırıldığı zaman daha geç hayat bulmuş ve Uluslararası İlişkiler disiplini I. Dünya Savaşı sonrasında özerkliğini kazanabilmiştir. Bununla birlikte, disiplinin özerkliğine rağmen hâlâ tam anlamı ile özgün olamadığı tartışılmaktadır. Bu tartışmaları anlamak adına öncelikle disiplinin tarihini iyice özümsemek ve disiplinin epistemik zemini ile formasyonunu etkileyen unsurları kavramak gerekir. Bu çalışmada, bir ilişki türü olarak uluslararası ilişkilerin tanımlanmasına yönelik sorunlara değinilerek disiplinin ne zaman doğduğu sorusuna yanıt aranacaktır. Ayrıca, disiplinin "görece zengin" teorik alt yapısına ve "Büyük Tartışmalar"ına vurgu yapılacaktır.

The meaning of the international relations (ir) has expanded both by means of the field it covers and by means of its founding subjects since 1648, the year of the Westphalia Treaty accepted as the birth date of modern ir. Interpreting ir has become difficult while analyzing the relations between unit, structure and process getting tough especially due to the impact of ruptures identified with the 20th century. As ir gets complicated, the theoretical ground aiming to explain the logic behind these relations has begun to surface. Yet, when compared with other disciplines of the social sciences, the IR has relatively received^ heart's blood sooner and could gain its autonomy after the World War I. However, it is still debated that the discipline lacks authenticity in full meaning despite its autonomy. In the name of understanding these discussions, before all, one needs to internalize IR history thoroughly and comprehend the elements affecting the epistemic basis and formation of the discipline. In this study, while touching upon the problems related with defining ir as a type of relation, the question regarding the birth of the discipline will be the main focus. Moreover, the "relatively rich" theoretical background of the discipline and its "great debates" will be emphasized.
