Kamu yönetiminin dönüşümü ve dönüşümün temel unsurları

Yirminci yüzyılın ortalarından itibaren tüm dünyada, küreselleşme, rekabet, bilişim ve iletişim teknolojilerindeki gelişmelerin baskısıyla, pek çok ülke, ekonomik, siyasal, ve idari sistemlerinde köklü değişim ve dönüşümler gerçekleştirmişlerdir. Bu küresel değişim dalgası ülkelerin çeşitli kurumlarını ve kurumların toplumla olan ilişkilerinin yönünü de değiştirmiştir. Ulaşacağı sonuçlan hala kestirilemeyen bu süreç; tarihsel, ekonomik, toplumsal, siyasal ve kültürel yapıyla yakından ilgili olan ve ayrıca toplum ve devlete ilişkin bir faaliyet alanı olan kamu yönetimim de kaçınılmaz olarak derinden etkilemiştir. Kamu yönetimindeki bu değişim ve dönüşümü temel alarak hazırlanan bu çalışmada öncelikle geleneksel kamu yönetimi sistemi anlayış, yapı, işleyiş ve faaliyet alanı olarak ele alınmış, daha sonra bu sistem üzerinde gerçekleştirilen yeni kamu yönetimi reformlarına değinilmiştir.

Most countries fulfill changing and transformation in their economic, political, and administrative systems due to pressure of globalization, communication technologies, and competition, which occur in world from middle of twentieth century. This wave of global changing transforms country's various institutions and direction of institutions-society relation. This ongoing process considerably affects public management systems that related to society, economic, political, cultural structure and interaction of government between in society. This study, which deals with changing and transformation in countries's public management systems, has essentially aspects as theoretically. In firstly section, it is dealt with structure, comprehension and operation of the traditional public management, and secondly section, it is examined the new public management reforms.
