Kamu Yönetiminde Değişim ve Bilgi Edinme Hakkı

Bilgi edinme özgürlüğü ve ifade özgürlüğü demokratik devletin temel ilkelerindendir ve ifade ve bilgi edinme özgürlüğü arasında yakın bir ilişki bulunmaktadır. Bir çok gelişmiş demokraside hükümetler ciddi bir biçimde kamu kesimini yeniden yapılandırma faaliyeti içine girerek vergi ödeyen yurttaşl arın yakınmalarını ve kamu hizmetlerinin kalitesinden duyulan memnuniyetsizliği azaltmanın yollarını aradılar. Devlet yönetiminde yeniden yapılandırma faaliyeti hızlı bir gelişme göstererek, bir çok farklı ülkede profesyonel yöneticilerin ve akademisyenlerin birlikte çalıştığı uluslararası bir oluşum halini alarak reform stratejilerinin giderek yayılması İle sonuçlanmış ve bu reform sürecinde bilgi edinme özgürlüğü ve kamu yönetimi reformu arasında bir çatışma meydana gelmiştir. Bu çalışma , insan haklan bağlamında bilgi edinme hakkı ve ifade hakkı üzerinde durarak, kamu yöuetimi anlayışındaki değişimlere paralel olarak, bilgi edinme hakkının kullanımındaki sorunları ele alacaktır.

Freedom of information and freedom of expression are the basic principles of democratic state and there is a relationship between freedom of information and freedom of expression. The governments of many advanced democracies have dramatically reorganized their public sectors in an attempt to manage the problems of taxpayer burnout, and increasing citizen dissatisfaction with the quality of public services. These restructuring exercises were not undertaken in isolation, however. They were accompanied by the rapid development of an international reform community that knit together professionals and academics in many different nations and permitted the rapid diffusion of ideas about reform strategies. In the reform process, there was a clash that caused between New Public Management reforms and Freedom of Information laws (FOI) . This article aim to explair) .freedom of information right and its implementation and relationship between public sector reforms and FOI in different countries and Turkey
