Internet’in yaygÕn kullanÕmÕyla yeniden canlanarak gündeme gelen Uzaktan E÷itim, ilgili çevrelerin ilgisini tekrar üzerine çekmeye baúlamÕú, özellikle de geleneksel e÷itim yoluyla aúÕlamayan sorunlara bir çözüm alternatifi olarak öngörülmeye baúlanmÕútÕr. Daha düúük maliyetli ve kolay yayÕmlanabilir ve kolay ulaúÕlabilmesi açÕsÕndan asenkron uzaktan e÷itim yöntemi daha çok tercih edilmektedir. Internet üzerinden asenkron uzaktan e÷itim de ço÷unlukla web tabanlÕ uzaktan e÷itim biçiminde karúÕmÕza çÕkmaktadÕr. Web tasarÕm araçlarÕnÕn günden güne geliúmiú olmasÕ ve tasarÕmcÕlarÕn kolayca kullanabilece÷i duruma gelmiú olmasÕna karúÕn web tabanlÕ uzaktan e÷itim úeklinde verilecek dersin tasarlanmasÕnda çok önemli ve vazgeçilmez bir yer tutan e÷itsel yönü ayrÕ bir uzmanlÕk alanÕ konusu oldu÷u için bir web tasarÕmcÕsÕnÕn tek baúÕna üstesinden gelmesi olanaksÕzdÕr. Bu nedenle web tabanlÕ ders, içerisinde web tasarÕm uzmanlarÕ, ö÷retim tasarÕm uzmanÕ, alan uzmanlarÕ ve teknik uzmanlarÕn yer aldÕ÷Õ koordineli bir grup tarafÕndan gerçekleútirilmelidir.. Bu çalÕúmamÕzda web tabanlÕ uzaktan e÷itim dersi tasarlarken, söz konusu dersi alacak olan hedef kitlede (ö÷renciler ya da katÕlÕmcÕlar olarakadlandÕrÕlabilir) bulunmasÕnÕ öngördü÷ümüz tasarÕm sürecinde bu kitleye ait dikkate almamÕz gereken bireysel özellikler ile bu özelliklere yönelik önerilere yer verilmiútir. 

Through the widespread usage of Internet, distance education which became popular by reviving has begun to attract the attention of the specialists in the related field of study and it was considered to be an alternative solution to the problems which cannot be overwhelmed by traditional education. Asynchronous distance education is more preferable than the other, since itis low cost, easy to broadcast and easily accessible. Distance Education on the Internet occurs mostly in the form of web based distance education. Although web designing tools have developed great deal and it is used easily by web designers, its pedagogical aspect is a great challenge for solely a web designer to overwhelm as it is a distinctive field of study in designing the content of the course to be delivered. Therefore web designing specialists and instructional designers should study cooperatively or an instructor who is also good both at instructional designing and web designing should carry out the issue. In this study, student characteristics (which distance learners should have) and suggestions regarding these characteristics when designing web based distance education course and points to be taken into account have been mentioned.
