İŞ SAĞLIĞI VE GÜVENLİĞİ AÇISINDAN ÖZEL POLİTİKA GEREKTİREN ÇALIŞANLARIN DEĞERLENDİRİLMESİ

Emek piyasalarında dezavantajlı gruplar veya özel politika gerektiren grupları çalışma hayatı sürecinde gerek istihdam olanaklarına ulaşmada gerekse çalışma koşullarının uygulanmasında bir takım ayrımcılık içeren politikalara maruz kalmaktadırlar. Aynı zamanda güvencesiz iş koşullarına maruz kalmakta, iş sağlığı ve güvenliği önlemlerinin alınmadığı işlerde istihdam edilmektedir. Bu grupta yer alanların çalışma hayatına kazandırılması için ayrımcılığı önlemeye yönelik caydırıcı yasal düzenlemeler oluşturulmalıdır. İş sağlığı ve güvenliği bağlamında ise işveren risk değerlendirmesini daha yüksek risk grubunda yer alan kişilere ve özel politika gerektiren çalışan gruplarına, çalışanların yaptıkları işe ve çalışma koşullarına uygunluğunu dikkate alarak yapmalıdır. Bu çalışmanın amacı özel politika gerektiren grubunda yer alan çalışanların iş sağlığı ve güvenliği bağlamında yer aldığı riskleri ve alınması gereken önlemleri ortaya koymaktır. Özel politika gerektiren grupların iş sağlığı güvenliği açısından değerlendirilmesi kantitatif risk değerlendirme yöntemi olan L tipi matris kullanılarak analiz edilmiştir. Yöntemin kolay, basit ve risk değerlendirme yöntemlerinde sıkla kullanılması seçimde etkili olmuştur. Özel politika gerektiren grup çalışanlarının iş sağlığı güvenliği açısından incelendiğinde bu grup çalışanlarının paralel veya çok farklı tehlikelerle karşı karşıya kalındığı gözlenmiştir. Bu kapsam bu risk grubunda yer alanların özel durumları dikkate alınarak düzenlemeler yapılmalıdır. Özel politika gerektiren çalışanların gerekli eğitimler, koruyucu donanımlar ve gerekli araç ve gereçler sağlanarak belirli zamanlarda periyotik muayeneler yapılarak işe uygunluğu veya iş rotasyonu yapılmalıdır.

EVALUATION OF EMPLOYEES REQUESTING SPECIAL POLICY IN TERMS OF OCCUPATIONAL HEALTH AND SAFETY

Disadvantaged groups or special risk groups in labor markets are exposed to certain discriminatory policies both in accessing employment opportunities and in the implementation of working conditions during the working life process. At the same time, they are exposed to precarious working conditions and are employed in jobs where occupational health and safety measures are not taken. In order to bring those in this group into working life, deterrent legal regulations should be established to prevent discrimination. In the context of occupational health and safety, the employer should carry out the risk assessment by taking into account the suitability of the people in the higher risk group and special risk groups, their work and working conditions. The aim of this study is to reveal the risks and the precautions to be taken in the context of occupational health and safety of the employees in the special risk group. Evaluation of groups requiring special policy in terms of occupational health and safety was analyzed using the L-type matrix, which is a quantitative risk assessment method. The easy, simple and frequent use of the method in risk assessment methods was effective in the selection. When the employees of the special risk group were examined in terms of occupational health and safety, it was observed that the employees of this group were faced with parallel or very different dangers. In this scope, arrangements should be made taking into account the special situations of those in this risk group. Employees who require special policies should be provided with the necessary training, protective equipment and necessary tools and equipment, and periodic examinations should be made at certain times, and job suitability or job rotation should be made.
