ON REGULATION OF THE ACTIVITIES OF GUARANTEE FUNDS

In Kyrgyzstan, there is a system of guarantee funds, which includes OJSC “Guarantee Fund” and six regional guarantee funds. They help SMEs in obtaining the necessary loan amount in case of insufficiency of collateral. Until now, they function without a regulatory and supervisory authority. With the growth of capitalization of regional guarantee funds, the formation of the capital of OJSC “Guarantee Fund” in the amount of KGS 282 million to reduce the risk in their activities, the question arises of introducing regulation and supervision over the operation of guarantee funds and determining the supervisory authority. The article describes these issues and their solutions.
