Eğitimi geliştirme planı 3 açıdan ele alınmıştır:kapsam, boyut,yöntem İlköğretimden başlayarak tüm örgün eğitim kademelerinde birer yıllık hazırlık sınıfları ile en az bir yabancı dili ana dili gibi kazandırmak hedeflenmelidir. Burada amaç "yabancı dille eğitim"yapmak değil,"yabancı dil eğitimi" vermek olmalıdır. Eğitim sisteminin genel amacı değişme ve gelişmelerin başlatıcısı olan insan gücü yetiştirmek olmak olmalıdır. Eğitim sürekli öğrenme ve beceri geliştirme temeline dayanmalıdır.

In this study ,the improvement plan of educatıon system were approached in three ways, it’s concept,it’s dimentıon and the techniques. The aim of every educatıon step from elementery school to the formal educatıon ,should be taughtleast one foreign language the students as their mather language by means of one year preparatıon language classes.The purpose of this should be “teaching a foreign language” not “educatıon in a foreign language” The general aim of educatıon system should be bringing up the manpower which is the key factor in development and changes in the environment The educatıon should be based an the development of skills under continıous learning
