BİRİNCİ BEŞ YILLIK SANAYİ PLANI'NDAN TÜBİTAK'IN KURULUŞUNA TÜRKİYE'DE SANAYİ-ÜNİVERSİTE MÜNASEBETLERİNE TEKNOLOJİ BAĞLAMINDA BİR BAKIŞ

Bilim, teknoloji ve sanayi arasında oluşan sıkı bağ neticesinde sanayi- üniversite ilişkileri konusu yirminci yüzyılda öne çıkmıştır. Bu ilişkiyi kurmada başarılı olan ülkeler, üniversitelerindeki araştırmaları sanayiye aktarabilmiş, teori ile pratiği buluşturmuşlardır. Neticede kalkınma yolunda önemli mesafe kat etmişlerdir. Bu sürecin Türkiye özelinde sorgulanmaya çalışıldığı bu makalede; Birinci Beş Yıllık Sanayi Planı'nın (BBYSP) (1934-1938) uygulamaya konulmasından TÜBİTAK'ın kurulmasına (1963) kadar olan süredeki sanayi-üniversite münasebetleri tartışılmıştır. Konu, ekonomi politikalarındaki değişim dikkate alınarak BBYSP başı ile 1950 arası dönem ve 1950 ile TÜBİTAK'ın kuruluşu arası dönem olmak üzere iki kısımda incelenmiştir. Çalışma, süreci yönlendiren kurumlar ve sektörler temelinde örneklemelerle geliştirilmiş, bunlar üzerinden genellemeye gidilerek sonuçlara varılmıştır.

An overview of the industry-university collaboration in Turkey in the context of technology from the 'First Five-Year Industry Plan' to the establishment of TUBİTAK

As a result of close ties between science, technology and industry, the industry-university relations came into prominence in the twentieth century. The countries, that succeeded establishing industry-university collaboration, were able to transfer industrial researches conducted in the universities to the industry and thus brought theory and practice together. Consequently, these countries took important steps toward development. In this article, this subject is investigated for Turkey and the industry-university collaboration is discussed for the period beginning with the First Five Year Industry Plan (1934-1938) and ending with the foundation of TUBITAK (1963) in Turkey. The topic is studied under two parts with respect to the change in the economy policies: firstly, the period from the start of the First Five-Year Industry Plan to the 1950s and secondly, the period between 1950 and 1963, the foundation date of TUBİTAK. The study is highlighted with examples on the basis of institutions and the sectors that directed the progress.
