Sağlık ve Eğitim Hizmetleri ile Ekonomik Büyüme İlişkisi: OECD Ülkeleri Uygulaması

ÖzetBu çalışma, Türkiye ve OECD ülkeleri (Ekonomik İşbirliği ve Kalkınma Örgütü) için 1995-2013 yıllık verilerini kullanarak, sağlık harcamaları, eğitim harcamaları ve ekonomik büyüme arasındaki ilişkileri panel veri analiziyle test etmeyi amaçlamaktadır. Çalışmada sağlık harcamaları, eğitim harcamaları ve ekonomik büyüme değişkenlerinin birbirleri ile ilişkisine yönelik üç model kurulmuş ve bu modeller dört aşamalı ekonometrik yöntemle araştırılmıştır. İlk aşamada değişkenlerin durağanlık analizi Levin Lin Chu, Hadri, Breitung, Im Pesaran Shin, Fisher ADF ve Fisher PP birim kök testleri ile yapılmıştır. Uygulanan altı birim kök testinden beşi, değişkenlerin düzey değerlerde birim kök içerdiğini, birinci farkları alındığında ise %1 önem seviyesinde durağan olduklarını göstermektedir. İkinci aşamada değişkenler arasındaki uzun dönemli ilişkilerin varlığı Pedroni panel koentegrasyon testi ve Kao panel koentegrasyon testiyle araştırılmıştır. Her iki koentegrasyon testi %5 önem düzeyinde, kurulan üç model için değişkenler arasında uzun dönemli koentegre ilişkinin olduğunu tespit etmiştir. Üçüncü aşamada, değişkenler arasındaki nedensellik ilişkileri Dumitrescu-Hurlin panel nedensellik testiyle incelenmiştir. Nedensellik testi sonucuna göre sağlık harcamaları, eğitim harcamaları ve ekonomik büyüme değişkenleri arasında %5 önem seviyesinde çift yönlü nedensellik ilişkileri tespit edilmiştir. Dördüncü aşamada, hem panel bazında hem de ülkeler bazında, kurulan üç model için değişkenler arasındaki uzun dönemli katsayılar Tam Düzeltilmiş En Küçük Kareler (FMOLS) yöntemi ve Dinamik En Küçük Kareler (DOLS) yöntemiyle tahmin edilmiştir. FMOLS ve DOLS panel bazında değerlendirildiğinde sağlık harcamaları, eğitim harcamaları ve ekonomik büyüme birbirini pozitif yönde etkilemektedir.
