Barış inşasında yeni bir yaklaşım olarak hibrit barış: Bosna-Hersek örneği

Bu çalışma, Soğuk Savaş sonrası dönemde Sovyetler Birliği’nin dağılması ile meydana gelen çatışmalarda etkin paradigma olduğu kabul edilen liberal barışın, barış inşası faaliyetlerinde nasıl başarısızlığa uğradığını ve bu başarısızlık karşısında yeni bir yaklaşıma duyulan ihtiyacı Bosna-Hersek örnek ülkesi ile göstermeyi hedeflemektedir. Liberal barış, temel unsurları olan demokratikleşme, insan hakları, hukukun üstünlüğü ve liberal piyasa sistemini çatışma sonrası bölgelerde kurumsallaştırmaya çalışırken; sürdürülebilir barış ve güvenlik hedeflerken başarısız/kırılgan devletler ortaya çıkarmıştır. Buna göre özelde Bosna-Hersek üzerinde durularak bazı sonuçların belirginlik kazandığı çalışmada, liberal barışın Batı’nın çıkarlarına odaklanmak suretiyle, dayatma yoluyla bir barış oluşturduğu ve bu nedenle de sürdürülebilir barışı garanti etmediği ortaya koyulmaktadır. Çalışma, liberal barışın Bosna-Hersek’teki barış inşasındaki başarısızlık nedenlerinden hareketle yeni bir yaklaşım olarak hibrit barışı ortaya atmaktadır. Hibrit barış, Batı yerine yerelin beklenti ve taleplerine uygun bir çözüm sunmakla birlikte çatışma sonrası toplumun sosyo-psikolojik durumunu da dikkate almaktadır. Dolayısıyla çatışma bölgelerinde negatif barışın sağlanması kadar, oluşturulan barışın sürdürülebilirliğinin sağlanmasında hibrit barışın ihtiyaca cevap vereceği ve bu sayede liberal barışın ihmal ettiği yerelin beklenti ve talepleri doğrultusunda ve çatışma sonrası toplumun rehabilitasyonunu da kapsayacak şekilde bir barış inşasıyla sürdürülebilir yani pozitif barış oluşturacağı savunulmaktadır.

Hybrid peace as a new approach to peace building: The case of Bosnia-Herzegovina

This study aims to explain how liberal peace, which is often proposed as an effective paradigm to prevent conflict after the collapse of the Soviet Union, failed in terms of liberal peacebuilding activities and that there is a need for a new approach. This need for a new approach against the backdrop of the failure of the liberal peace will be analyzed within the case of Bosnia-Herzegovina. While liberal peace was trying to institutionalize its core elements as democratization, human rights, rule of law, and liberal market system to post-conflict areas, aiming sustainable peace and security but created failed/fragile states. Accordingly, it is revealed that liberal peace creates peace through imposition and therefore does not guarantee sustainable peace by means of focusing on the interests of the West. The study suggests hybrid peace as a new approach, based on the reasons for the failure of liberal peace in the peacebuilding of Bosnia-Herzegovina. Hybrid peace offers a resolution which is suitable for local’s expectations and demands rather than those of the West, while also considering the socio-psychological condition of the post-conflict society. In this context, the study rejects the view that there is no alternative to liberal peace and argues that hybrid peace will respond to the need for sustainable peace in conflict zones.
