Uluslararası Finansal Raporlama Standartlarına Ulusal Uyum: Türkiye Örneği

Bu tebliğin amacı Türkiye’de Uluslararası Finansal Raporlama Standartlarına uyum ile ilgili gelişmeleri ve yaşanan problemleri göstermektir.Bu nedenle;1. Son 50 yıl içersinde muhasebe standartlarının tekdüzeliğinin sağlanması ve geliştirilmesi için yapılan ulusal ve uluslararası çabalar özetlenmiş,2. Ülkenin geçirdiği ekonomik gelişmeler boyunca standart oluşturma ve uygulanmasına Türk Muhasebe Mesleğinin yaklaşımlarının tarihi açıdan kritiği yapılmış, 3. UFRS’nin Türkiye’ye uyarlanmasında ve uygulanmasında beklenen gelecekteki gelişmeler ve olası sorunlar hakkında düşünceler ortaya konulmaya çalışılmış, 4. Türkiye’deki ulusal uyum çabalarının kolaylaştırılması ve uygulama takvimi için öneriler geliştirilmiştir.Türkiye Cumhuriyeti'nin kurulduğu 1923 yılından beri geçen 85 yıllık sure içerisinde Muhasebe mesleği Türkiye’de ilginç aşamalar geçirmiştir. Meslek, önemsiz bir kimlikten, ulusal ve uluslararası tanınır hale gelmiştir. Muhasebe eğitimi ve öğretimi ile uygulaması ile ilgili gelişmeler, KİT’ler, bir avuç özel sektor şirketi ve Maliye Bakanlığının vergi denetim işleri için çalışan bağımlı elemanları ile birlikte başlamıştır. Bağımsız muhasebe çabaları ise, çoğunlukla bu tip şirketlerden emekli olan bağımlı çalışanları tarafından başlatılmıştır. 1930’larda “Bağımsız Mali Müşavirler” tarafından müşterilerine bazı danışmanlık hizmetleri verilmeye başlandığı görülmektedir. “Türkiye Muhasebe Uzmanları Derneği” 1942 yılında 100 kadar bağımlı ve bağımsız muhasebeci ve vergi denetçisi tarafından kurulmuştur. 13 Haziran 1989’da 3568 sayılı kanunun kabulu ile TÜRMOB kurulmuş ve böylece meslek yasal açıdan tanınır hale gelmiştir. Türk Muhasebe Mesleğinin kısa tarihini, mesleğin Türkiye’deki mevcut durumunu ve gelecekteki gelişmeler için fırsatlarını içeren kritikler izleyecektir. Mesleğin gelecekte ilerlemesini sağlayacak yolların araştırılması açısından konuya baktığımızda, meslek adaylarının eğitim ve öğretiminde önemli sorunlar bulunduğunu görmekteyiz. Sonuç kısmında ise prensiplere karşı kurallar yaklaşımı ile gelecekte mesleğin gerektireceği eğitimsel gereklilikler ele alınacaktır. Lise ve üniversite eğitim programları, muhasebe standartlarının temel eğitim gereksinimleri açısından gözden geçirilecektir. Çalışma, Türk muhasebe mesleğinin geleceği ile ilgili bazı çözüm önerileriyle sona erecektir.

Abstract (National Adoption of International Financial Reporting Standards: The Turkish Case)

(National Adoption of International Financial Reporting Standards: The Turkish Case) The purpose of the paper is to present developments and problems related to adoption of the International Financial Reporting Standards (The IFRS’s) in Turkey. For achieving the purpose the paper will (1) summarize international and national efforts for establishing and expanding the uniform implementation of accounting standards over the last 50 years; (2) review the history of approaches of the Turkish Accounting Profession to standard-setting and implementation through the recent economic development of the country; (3) speculate on the expected future developments and probable problems for adopting and implementing IFRS’s in Turkey; (4)offer suggestions and recommendations for facilitating national adoption and follow-up of implementation in Turkey. The history of the Accounting Profession in Turkey has interesting stages through the 85 years of the Turkish Republic since 1923. The profession has grown from insignificance to national and international recognition. Accounting education, training and implementation Legal recognition of the profession came on June 13, 1989 with the enaction of the Law No.3568 which established the Chambers and The Federation of Chambers (The TÜRMOB) The paper will try to summarize the above history of the profession. Given the above recent history of the Turkish Accounting Profession, a critical review of the present state and opportunities for future development of the profession in Turkey, will follow. There are indeed serious problems of the profession on training and educating thecandidates with the purpose of searching for remedies and possibilities for development of the Turkish profession in the Future. In addition, there are some problems of the IFRS’s as they are established by the process set by the founders. In the final section, the issues related to rules versus principles approaches and future educational necessities for the profession of the Future will be taken up. The High school and university educational programs will be reviewed for purposes of improving basic education on accounting standards. The paper will end up by recommendations and suggestions for the Turkish Accounting Profession of the Future.
