KAMU EKONOMİSİNDE MAL KAVRAMINA FARKLI BİR BAKIŞ; KONUMSAL MALLAR VE EĞİTİMİN KONUMSAL NİTELİĞİ

Kamu ekonomisinde mallar esas olarak özel mallar ve kamusal mallar olarak iki başlık altında incelenmektedir. Ancak bu mallar aşırı kullanıldığında özellikleri değiştiği için konumsal malları da üçüncü başlık olarak bu sınıflandırmaya dahil etmek gerekir. Konumsal mal kavramı, tüketimden elde edilen faydanın göreli tüketimin bir fonksiyonu olduğu varsayımına dayanmaktadır. Bu çalışmanın amacı Türkçe yazında göz ardı edilen konumsal mal kavramını açıklamak ve bu çerçevede eğitimin yarı konumsal mal özelliğini incelemektir.

A DIFFERENT VIEW ON THE CONCEPT OF GOODS IN PUBLIC ECONOMICS; POSITIONAL GOODS AND POSITIONAL NATURE OF EDUCATION

In public economics, goods are mainly examined under two headings as private goods and public goods. However, since these goods are used excessively their properties change, so it is necessary to include positional gooods in this classification as the third title. The concept of positional goods is based on the assumption that the benefit from consumption is a function of relative consumption. The aim of this study is to explain the concept of positional goods which is neglected in Turkish literature and to examine the semi-positional property of education
