Güvenlik Bürokrasisi ve Partizanlaşma Sorunu: 1970’li Yıllarda Türk Polis Teşkilatı

Bu makalenin konusu, kurumsal yozlaşmanın temel göstergelerinden biri olan partizanlaşma meselesini kavramsal olarak betimleyerek Türkiye’de iç güvenlik bürokrasisinin partizanlaşması sorununu neden ve sonuçlar ekseninde incelemektir. Bu sorunu analiz edebilmek maksadıyla Türk polis teşkilatı tarihinde partizanlaşma sürecinin en belirgin yansımalarının yaşandığı 1970’li yıllar örnek olarak ele alınmıştır. Türkiye’de 1971-1980 yılları arası dönemde iktidara gelen siyasi partilerin çok sık değişmesi ve koalisyon dönemleriyle birlikte kutuplaşan ideolojiler, partiler arasındaki iktidara erişme ve iktidarı korumaya yönelik sürekli bir çekişme hali, beraberinde Türk polis teşkilatı içinde de partizanlaşmayı had safhaya ulaştırmıştır. Türk polis teşkilatı içinde 1970’li yıllarda yaşanan ve giderek artan partizanlaşma sorunu neticesinde ise iç güvenliğin sağlanmasında polisin etkinliği ve itibarı azalmış, bu durum ise 12 Eylül 1980 askeri darbesine de zemin hazırlamıştır

Security Bureaucracy and Partisanship Problem: Turkish Police Organization in the 1970’s

The subject of this article is analyzing partisanship of internal security bureaucracy in Turkey on the axis of cause and effect by describing conceptual partisanship problem which is one of the main indicators of institutional degenaration. To analyze this problem 1970’s are discussed as an instance because the most obvious reflections were seen in terms of partisanship process in Turkish police organization history in the years of 1970’s. In Turkey, the political parties came to power in the period between 1971 and 1980 have changed very frequently and the polarization of ideologies with coalition governments period and the continuous struggle for the protection of the power among the parties have brought partisanship to the high stage in the Turkish police organization. As a result of the growing problem of partisanship in the Turkish police organization in the 1970s, the efficiency and reputation of the police decreased in ensuring internal security, which also provided the basis for the September 12, 1980 military coup
