Çocukların çalışması meselesi çok eski bir konu olmakla birlikte, insanlığın gündemine 19.yy.da gerçekleşen sanayi devrimi ile birlikte yerleşmiştir. Bugün ise içinden çıkılamayacak boyutlara gelmiş bulunmaktadır. Şimdi bütün dünya öyle bir sistem bulmalı ki, hem çocuklar eğitim yaşında gerekli eğitimi alsınlar, hem küçük yaşta bir meslek öğrenmeye başlasınlar, hem de ezilmesinler ve sömürülmesinler. İşte çıraklık eğitim kurumları böyle bir gerekçeden doğmuştur

It has been rightly stated that the practice of employing the children or child laboring has been still desirable even among the developed countries since the outcome of such practice provides low payment or cheap laboring. The issue of the practice of employing the children is an old practice among the countries. It has been started to discuss since industrial revolution took place nineteenth century. Today it become very complicated problem with a number inhumane and serious negative of outcomes. Therefore we have to find out a solution and an open passage for the problem. The solution that satisfies the requirements for both educating generally and giving or training them professionally and so that makes them to have a profession. Today, there has been established a number of apprenticeship school at the national level so as to solve the problem in the way that prevent the negative outcomes of the inhumane practice.
