Kıbrıs’ın Çekirge Sorunu ve ùktisadi Felaketi (1878-1930)

Kıbrıs, 1878 yılında Britanya İmparatorluğunca işgal edildikten sonra adada her yıl düzenli çekirgelerle mücadele kampanyaları yapılmaya başlanmış ve bunu finanse etmek için 1881 yazında Çekirge Vergisi adı altında yeni bir vergi alınmaya başlamıştır. Verginin toplanması için özel bir dönem belirlenmemiş ve mevcut vergilere belirli oranlarda ilaveler yapılarak tahsil edileceği için de tahsilatı yıl içine yayılmıştır. Ada bütçesinden ayrı olarak toplanılan Çekirge Fonu, çekirge kampanyaları dışında adanın bayındırlık hizmetlerinde de kullanılmıştır. Bu çalışmada; çekirgelerin adada yarattığı tahribat, çekirge sayısının yıllara göre değişimi, çekirge kampanyalarında iş gücünün örgütlenişi, çekirge kampanyalarında hangi malzeme ve yöntemlerin kullanıldığı, toplanan çekirge vergisi, çekirge itlaf fonunun adanın bayındırlık işlerinde kullanılması ve adanın hem çekirgelerden hem de çekirge vergisinden nasıl kurtulduğu tartışılacaktır.

The Locust Problem in Cyprus and its Economic Disaster (1878-1930)

After the occupation of Cyprus by the British Empire in 1878, locust campaigns were started, and in 1881 a new tax called the Locust Tax was levied to finance the campaign. No special period had been determined for the collection of tax, and the collection had been extended throughout the year since it would be collected by making additions to existing taxes at certain rates. The Locust Fund, which was collected separately from the island budget, was also used in the public works of the island, aside from the locust campaigns. In this study; the destruction of the island by the locusts, the change of the number of locusts according to years, the organization of the locust campaigns, what kind of materials were used and which methods were preferred in locust campaigns, how the locust fund was used in public works and how the island survived against both the locust and the locust tax will be discussed.
