AVRUPA BİRLİĞİ'NİN UKRAYNA POLİTİKASI: ESKİ KOMŞU MU? YENİ ADAY MI?

AB ve Ukrayna arasındaki ikili ilişkilerinin tarihi Ortaklık ve İşbirliği Anlaşması'nın 1994'te imzalanıp 1 Mart 1998'de yürürlüğe girmesine kadar gitmektedir. 11 Haziran 1998'de ise "Avrupa Bütünleşmesi Stratejisi" Ukrayna Devlet Başkanı tarafından kabul edilmiştir. Bununla birlikte geride kalan onbeş yılda ve bugünde dâhil Ukrayna için Avrupa Birliği ile bütünleşme perspektifinden kesin bir şekilde bahsedemeyiz. Bu bağlamda bu makale 90'ların başından günümüze AB'nin Ukrayna'ya yönelik politikalarını inceleyecek ve Kırım'da yaşanan son gelişmeler çerçevesinde Ukrayna­AB ilişkilerinin geleceğine yönelik olası politika değişikliklerini öngörecektir.

The Ukrainian Policy of the EU: Previous Neighbor or New Candidate?

The history of bilateral relations between Ukraine and EU goes back to 1994, when the Partnership and Cooperation was signed. It came into force on 1 March 1998. On 11 June of the same year a Programme of Integration of Ukraine into the European Union was adopted by a decree of the President of Ukraine. However, over fifteen years have passed since, and even now we cannot confidently say that there is a clear 'integration to the EU' perspective for Ukraine. In this context, this article will examine the EU's policies towards Ukraine from the early 90s to the present day. And also in the context of recent developments in Crimea it will make predictions about possible policy changes regarding the future of Ukraine-EU relations.
