Vergi Geliri Üzerinde Bireysel İnternet Kullanımının Etkisi

İnternet bireylerin yaşam standartlarını arttırarak zamana dayalı faydayı maksimize etmektedir. Bireyler hem istedikleri bilgiye anında ulaşmakta hem de fiziki ortamda gerçekleştirebilecekleri her türlü işlemi internet aracılığıyla hızla yapmaktadırlar. İnternet kullanımının artması bireysel tüketimi değiştirdiği gibi kamusal sistem de etkilemektedir. Kamusal hizmetlerin sunumu açısından hayati önem arz eden vergi gelirleri de bu değişimden etkilenmektedir. Çalışmada vergi gelirlerinin bireysel internet kullanımındaki hızlı artıştan nasıl etkilendiği 2006-2011 dönemleri için 28 Avrupa Birliğine seçilmiş 97 ülkeye ait veriler, panel veri analizi yöntemi kullanılarak araştırılmıştır. 97 ülke ve AB ülkelerinde internet kullanım oranı arttıkça vergi gelirlerinin azaldığı tespit edilmiştir. Sonuç olarak bireysel internet kullanımındaki artışın vergi gelirleri üzerinde azaltıcı bir etkiye sahip sonucuna ulaşılmıştır.

The Impact on Tax Revenues of Individual Internet Use

Internet maximizes time-based utility increasing living standard of individuals.Individuals both instantly reach all kinds of information they want and any transaction that can be achieved on physical environment quickly makes via the internet. The increase of Internet use also affects the public system as well as individual consumption. Tax revenues which is vital for public services provision are also affected by this change. In this study it isinvestigated how effect internet using to tax revenues. 28 European and selected 97 countries’ data for 2006-2011 period was analyzed with panel data method. According to the results increasing of internet usage ratereduces tax revenues in European and selected 97 countries
