Kamusal tercihler kuramına göre, ekonomik yapısı ne olursa olsun, ülkelerin kamu harcamalarına ilişkin kararları üzerinde siyasi partiler, baskı grupları, seçmenler ve bürokrasi etkili olmaktadır. Bu çalışmada bürokrasi incelenmektedir. Çalışma üç bölümden oluşmaktadır. Birinci bölümde bürokrasinin ekonomi analizine ilişkin modellere yer verilmiştir. İkinci bölümde bürokrasinin kamu harcamalarını belirleyen unsurlar incelenmiştir. Üçüncü bölümde ise, bürokrasinin kamu harcamaları üzerindeki artırıcı etkisinin belirli ölçülerde azaltılması amacıyla ileri sürülen çözüm önerilerine yer verilmiştir.

According to the public choice theory political parties, pressure groups, voters and bureaucracy are efficient over the decisions related to the public expenditure of the countries regardless of their economic structure. This paper examines the bureaucracy. The study is composed three chapter. First chapter gives models about economic analysis of bureaucracy. Second chapter deals with the characteristic elements of the public expenditure of bureaucracy. Third chapterpoints of the solution proposed in line with these models to reduce to some extend the increasing influence of bureaucracy over the public expenditure.
