Geçicilikten Kalıcı Misafirliğe: Zorunlu Göçün 10. Yılında Türkiye'deki Suriyeli Nüfusun Sosyo-Demografik Tahlili

2011 yılında başlayan Suriye İç Savaşı bugüne kadar 5 milyondan fazla mülteciye sebep olarak komşu ülkeleri derinden etkilemiştir. Türkiye, dünyadaki Suriyeli mülteci nüfusun yaklaşık %65’ine ev sahipliği yapmaktadır. Bu durum, Suriyelilerin varlığını Türkiye gündemi için önemli hale getirmiştir. Hem geriye dönüş hem de üçüncü ülkelere yerleştirme seçeneklerinin yetersizliği ve sayıları 4 milyona ulaşan Suriyeli nüfusun Türkiye’deki varlıklarının kalıcılığının netleşmesiyle toplumsal uyum daha da önem kazanmıştır. Suriyelilerin Türkiye’ye gelmesinden sonra geçen dönemi 2014 öncesi ve sonrası olarak ikiye ayırmak mümkündür. Suriyelilerin ülkelerine geri döneceklerine dair düşüncelerin hızla azaldığı 2014 sonrası dönemde hem kamu politikalarını hem de ev sahibi toplum nezdinde Suriyelilerin kalıcılığının kabullenilmesine rağmen misafirlik vurgusunun yine de devam ettiği görülmektedir. Bunda pek çok diğer göç alan ülkede olduğu gibi göçmenlerin siyasi ve güvenlik söylemlerin odağına getirilmesinin de önemli bir rolü bulunmaktadır. Bu makale Türkiye’deki Suriyelilerin mekânsal nüfus dağılımındaki heterojenlikle birlikte, bu nüfusun yaş, cinsiyet ve eğitim düzeyi açısından dağılımının Türkiye’deki nüfustan farklılıklarını ortaya koymaktadır. Bu bulgular ışığında toplumsal uyum için geliştirilecek politikalarda nelere dikkat edilmesi gerektiği ele alınmaktadır.

From Temporariness to 'Permanent Guesthood': A Socio-Demographic Analysis of Syrians In Turkey 10 Years After Forced Migration

The Syrian Civil War, which began in 2011, has deeply affected neighboring countries, causing over 5 million refugees. As of April 2023, Turkey hosts approximately 65% of the Syrian population worldwide. This situation has made the presence of Syrians significant on Turkey's agenda. The insufficiency of both the options for return and settlement in third countries, along with the permanence of the Syrian population reaching 4 million, has further emphasized the importance of social integration. The period following the arrival of Syrians in Turkey can be divided into pre-2014 and post-2014. It can be said that the perception and attitudes regarding the temporary nature of Syrians under temporary protection changed after 2014. During this period, when the belief in Syrians' return to their country rapidly faded, it is observed that despite the acceptance of Syrians' permanency in terms of public policies and the host community, the emphasis on guesthood still continues. This is also influenced by the political and security discourses regarding Syrians, as is the case in many other countries receiving refugees. This article reveals the heterogeneity in the spatial distribution of Syrians in Turkey. It highlights the differences in age, gender, and education level distribution of this population compared to the overall population distribution in Turkey. These findings provide important insights about the issues that should be considered in the design of social cohesion policies.
