This article aims to compare the differentiations of political applications of Ottoman governments towards her Albanian citizens during the first and second constitutional era. Although being unsuccessful of having permanent solutions to either the internal or international problems of Empire, Abd11lhamid II, managed to keep Albanians in. On the other hand the main rulers of Committee of Order and Progress administered the empire much more realistic concept than predecessor failed to keep all part of empire together. This experience clearly showed the rulers that discriminative policies do not solve the problems of multinational and multicultural communities.
