YETENEK YÖNETİMİ TEMELLİ PERSONEL ATAMA MODELİ VE ÇÖZÜM ÖNERİSİ

Gelişen ve değişen ekonomi ile artan rekabet unsurları nedeniyle günümüz iş dünyasında işletmelerin yönetim anlayışları da değişmektedir. Değişimin en büyük unsurlarından birisi olarak da “yetenek” ve “yetenek yönetimi” kavramları ön plana çıkmaktadır. Yetenek, işletmenin faaliyetlerinin öncüsü ve taşıyıcısı, yetenek yönetimi ise doğru zamanda doğru kişinin doğru yerde olmasını sağlamak olarak tanımlanabilir. Yetenek yönetimi günümüzde özellikle kurumsal firmalar için daha fazla kullanılan bir yönetim anlayışı olarak görünse de, her ölçekte işletmede uygulanabilir bir yapıdadır. Her işletme için ayrı tasarlanması gereken uygulama prensiplerine sahip olsa da bütün işletmeler için geçerli temel uygulama prensiplerine de sahiptir. Bu çalışmada işgücü yetenek düzeyinin AHP ve DEMATEL yöntemleri ile bulanık değerlendirilmesi yapılarak, 0-1 Hedef Programlama ile işgücü atama problemi üzerinde çalışılmıştır. Çok ölçütlü karar verme yöntemleri ile elde edilen değerlendirme sonuçları hedef programlama için bir kısıta dönüştürülmüş ve bu kısıtın işgücü atama problemi üzerindeki etkisi ile elde edilen sonuçların kullanılabilirliği tartışılmıştır.
