Son yıllarda dünya ekonomisinde, ekonomik, toplumsal ve teknoloji alanlarda yaşanan değişimler, yeni ekonomi kavramı ile açıklanmaktadır. Birbirleriyle yakından ilişkili karmaşık süreçlerden oluşan bu gelişmeler, toplumların artık dünya ölçeğinde düşünüp yaşaması gerekliliğini ortaya çıkarmıştır. Yeni ekonomi, bir taraftan 90’lı yıllardaki ABD deneyimini ve bu deneyimin enformasyon ve iletişim teknolojileri ile bağlantısını kurarken, diğer taraftan, küresel rekabet ve hızlı teknolojik ilerlemelerle birlikte ekonomilerin kuralları ve kurumlarıyla yeni bir değişim sürecine girdiğini ifade etmektedir. Enformasyon ve iletişim teknolojilerindeki yenilikler sonucu, ekonomide yaşanan belirgin ve kalıcı etkiler mikro ve makro düzeyde pek çok kavramın yeniden tanımlanmasını gerektirmektedir. Bu çalışmada, yeni ekonomi olgusunun kavramsal çerçevesi, belirleyici özellikleri ile enformasyon ve iletişim teknolojilerinin gelişimi daha sonra da, bu gelişmelerin toplumlar ve ekonomiler üzerinde yarattığı değişiklikler değerlendirilecektir.

Economic, social and technological changes in recent years in world’s economy has been explained by the new economic consuption. These improvements, consisting of complex and closely related proceses has showen the necessity that societies should live on by thinking of global world. While the new economic conseption establishing the relation between the USA experience of 90’s and information and communication tecnologies. It has also experessed that it entered a new chaning process together with global competition and technologial improvement with it’s economical rules and assosiciations. As a result of the changes in information and communication technologies the clear and constant effects experienced in economy made a lot of conseptions necessary to be redefined in micro and macro levels. In this study, the conseptive frames of new economy, it’s distinctive specialities and the improvement of information and communication technologies firstly, later changes by these improvement in societies and in their economies will be assesed.
