Atipik Çalışma ve Cinsiyete Dayalı Ayrımcılık

Atipik çalışma biçimleri işgücü piyasası esnekliğinin önemli bir parçasını oluşturmaktadır. Deregülasyon politikalarının sonucu olarak ortaya çıkan atipik çalışma biçimlerinin ortak nitelikleri zayıf iş güvencesi, kariyer fırsatlarından yararlanamama, düşük ücretler ve iş tatmini olmaktadır. Atipik çalışma biçimlerinin bir diğer özelliği de bu çalışma biçimlerinde kadınlar, göçmenler ve genç işçiler gibi belirli grupların daha yoğun yer almasıdır. Bu yoğunlaşma, işgücü piyasasındaki bölümlenmeyi derinleştirerek işçiler arasındaki sosyo-ekonomik eşitsizlikleri artırmaktadır. Bu çalışmada, atipik çalışma biçimlerindeki kadın yoğunluğunun ve kadınların bu istihdam şekli altındaki mesleki dağılımının cinsiyete dayalı bir ayrımcılık içerip içermediği sorgulanmaktadır. Bunun için atipik istihdamın yaygın olarak görülen biçimlerinden, geçici (veya sınırlı süreli) süreli işlere odaklanılmıştır. Çalışmada 2019 Hanehalkı İşgücü Piyasası Araştırması verilerinden yararlanarak Türkiye İşgücü Piyasasında geçici süreli çalışmanın cinsiyete dayalı görünümü araştırılmıştır. Buna göre kadınların çok büyük bir bölümü sürekli işlerde istihdam şansı bulamadığından geçici süreli işlerde çalışmakta ve geçici işlerde, toplumsal cinsiyet rollerine uygun olarak erkeklerden farklı meslek gruplarında yoğunlaşmaktadır.

ATYPICAL WORK AND GENDER DISCRIMINATION

Atypical work patterns form an important part of labor market flexibility. The common characteristics of atypical working styles that emerged as a result of deregulation policies are weak job security, inability to benefit from career opportunities, low wages and job satisfaction. Another feature of atypical working styles is that certain groups such as women, immigrants and young workers are more concentrated in these working styles. This concentration deepens the segmentation of the labor market, increasing socio-economic inequalities among workers. In this study, it is questioned whether the density of women in atypical forms of work and the occupational distribution of women under this form of employment include discrimination based on gender. For this, we focused on temporary (or limited-term) jobs, which are common forms of atypical employment. In the study, the gender-based view of temporary work in the Turkish Labor Market was investigated by using the data of the 2019 Household Labor Market Research. Accordingly, a great majority of women work in temporary jobs because they cannot find employment opportunities in permanent jobs, and they concentrate in different occupational groups than men in temporary jobs in accordance with their gender roles
