TÜRK KAMU KURUMLARINDA PERFORMANS DEĞERLENDİRMENİN ETKİN HALE GETİRİLMESİ: EMNİYET TEŞKİLATI ÖRNEĞİ

Polisin sosyal hayatta ve devlet mekanizmasında sürekli artan rolü, polis teşkilatlarının performansının bilimsel olarak doğru bir şekilde ölçülmesini de bir mecburiyet haline getirmiştir. Bu çalışmada ilk olarak, çok sayıda Amerikan polis teşkilatları arasından seçilen teşkilatların performans değerlendirme sistemleri incelenerek Türk Polis Teşkilatı performans değerlendirme sistemi ile karşılaştırılmıştır. Türk Polis Teşkilatı için örnek form hazırlanmış ve örnek formda belirtilen hususlara ilişkin toplam 1009 Emniyet Teşkilatı personelin görüşleri alınmıştır. Bu çalışmanın ve bu alanda yapılan diğer akademik ve pratik çalışmaların çıktılarından faydalanılarak 2013 yılında ilk defa uygulanılan Emniyet Teşkilatı Kurum İçi Bireysel Performans Değerlendirme Sistemi hayata geçirilmiştir.

AN EFFECTIVE PERFORMANCE APPRAISAL SYSTEM FOR TURKISH ADMINISTRATIVE SYSYTEM: TURKISH NATIONAL POLICE EXAMPLE

Abstract Increasing role of police both in social life and in state over the last decades has made the accurate and scientific measure of the police performance compulsory. In this study, performance appraisal systems of selected United States Law Enforcements were evaluated and compared to the Turkish National Police (TNP) performance appraisal system. Sample form was developed and delivered to 1009 TNP members to obtain their opinions about the potential indicators of performance appraisal system. In the light of the outcomes of this study and other academic and practical works, Turkish National Police Performance Appraisal System was put into effect at the beginning of 2013.
