Madencilik Sektörünün İş Sağlığı ve Güvenliği Politikaları Açısından Politika Haritalama Yöntemiyle Analizi

Gerek dünyada gerekse ülkemizde maden işyerleri, iş kazaları ve meslek hastalıklarının en yoğun görüldüğü sektörlerin başında gelmektedir. Bu çalışmada iş sağlığı ve güvenliği açısından en riskli sektörlerden birisi olan maden işyerlerindeki politikaların analiz edilmesi amaçlanmıştır. Bu doğrultuda maden iş kolundaki iş sağlığı ve güvenliği politikaları Politika Haritalama Yöntemi kullanılarak analiz edilmiştir. Politika Haritalama Yöntemi ile maden işyerlerindeki iş sağlığı ve güvenliği politikasının destekçilerinin, muhaliflerinin ve tarafsız aktörlerinin etki ve güçlerinin biçimleri ve dereceleri, destekleme ya da muhalefet nedenleri, bu politikaya ilişkin geliştirilen senaryolar ve bu senaryolara göre politikanın nasıl etkilenebileceği ile birlikte geliştirilen stratejiler ve bu stratejilerin gerekçe, yöntem ve uygulanabilirlikleri Türkiye’de maden işyerlerinde faaliyet gösteren kamu bürokrasisi, mecliste grubu bulunan siyasi partiler, sivil toplum örgütleri, meslek odaları ve sendikalar oluşturmaktadır. Döküman analizi ve yarı yapılandırılmış görüşme formu kullanılarak yüz yüze görüşme yöntemi ile veri toplanmıştır. Şubat-Temmuz 2016 tarihleri arasında toplam 65 kişi ve taraf ile görüşme yapılmıştır. Toplanan veriler PolicyMaker 5.0 programı ile analiz edilmiş ve elde edilen sonuçlar literatürden elde edilen bilgiler doğrultusunda tartışılmıştır

Analysis of Health and Safety Policies in Mining Workplaces with Policy Mapping Method

Both in the world and in our country, the mining industry is at the forefront of the sectors where occupational accidents and occupational diseases are most intense. In this study, it is aimed to analyze the policies in the mining sector which is one of the most risky sectors in terms of occupational health and safety. In this respect, occupational health and safety policies in the mining sector were analyzed using the Policy Mapping Method. With Policy Mapping Method, forms and ratings of the power and influences that supporters, opponents and non-mobilized actors of the occupational health and safety policy in the mining sector have; the reasons of their support or opposition; scenarios developed for this policy and how the policy will be affected by these scenarios along with the strategies developed and justification, method and applicability of these strategies were assessed. The universe of the research constitutes the public bureaucracy operating in the mining sector in Turkey, the political parties in the parliament, non-governmental organizations, professional chambers and labour unions. Data were collected by face-to-face interview using document analysis and semi-structured interview form. A total of 65 people and parties were interviewed between February and July 2016. The collected data were analyzed with PolicyMaker 5.0 program and the obtained results were discussed according to the information obtained from the literature.
