Finansallaşma, Yeni Sınıfsal Çelişkiler ve Devletin Dönüşümü

2000’li yıllar dünya kapitalizminin siyasi ve sınıfsal çelişkilerinin, başka politikaların yanı sıra, artan hanehalkı borçlanması yoluyla idare edilmeye çalışıldığı yıllardır. ABD’nin 2000’lerin başından itibaren uyguladığı parasal genişleme politikalarından beslenen bu sürecin, 2013’ten itibaren yine ABD’deki para politikası değişiklikleriyle sonuna gelinmiş görünmektedir. Bu makale, son yıllarda dünya çapında artan otoriterleşme eğilimlerini bu tarihsel bağlam içinde düşünmeyi amaçlamaktadır. Bu çerçevede, bu konjonktür 1980’lerden bu yana uygulanan neoliberal finansal serbestleşme politikalarının tarihsel gelişimi içinde değerlendirilecek, 2000’li yıllarda yaygınlaşan hanehalkı borçlanmasının genel olarak Güney ülkeleri, özel olarak da Türkiye’deki siyasi ve sınıfsal sonuçları, bunların devletin dönüşümü üzerindeki belirleyici etkisine odaklanılarak tartışılacaktır. Makalenin temel savı, neoliberalizmin finansal serbestleşme politikaları üzerinden başlattığı “gelecek üzerine kumar”da Güney devletleri üzerine oynanan en sert aşamaya gelindiğidir.

Financialization, New Class Contradictions and Transformation of the State

The political and class contradictions of world capitalism in the 2000s have been tried to be managed, besides other policies, though household indebtedness worldwide. This process, which had been precipitated by the expansionary monetary policies of the US after the 2000s, seems to come to its end today by the monetary policy changes in the US again. This paper intends to make sense of the recent authoritarian tendencies in the world within this historical context. It will thus evaluate this conjuncture within the historical development of the neoliberal financial liberalization policies since the 1980s, and problematize the political and class contradictions of widespread household indebtedness in the 2000s in the South in general and in Turkey in particular by focusing on the determining role of these contradictions on state transformation. The paper will mainly argue that the “gamble on future” that neoliberalism launched through financial liberalization policies comes to its severest stage today where the gamble is played now on the Southern states
