1975 yılından bu yana Avrupa Topluluğu'nda bir madencilik politikasının oluşturulması ve uygulanması yönündeki istekler ispanya, Portekiz, Yunanistan'ın Topluluğa katılımıyla daha da hızlanmıştır. Topluluk, yeni katılımlar sonucunda sınırları içindeki madencilik potansiyelinin, Topluluğun hammadde gereksinmelerinin güvenli bir şekilde karşılanmasına ve işletildiği durumda üye Akdeniz ülkelerinde bölgesel dengesizliklerin giderilmesine yardımcı olacak seviyeye geldiğini düşünmektedir. Ek olarak, Topluluk madencilik sektörü, Topluluk endüstrisinin bir parçası olarak bütündeki teknolojik geliş­ meye katkısı ve Topluluğun madencilik ekipmanları üretiminde dünyadaki pazarını koruyabilmesi için önemlidir. Bunlara karşın topluluk, sektöre yönelik bütçesel bir destek oluşturmak yerine, ayrıcalık yaratmadan sektörün yeniden yapılanmasını sağlayıcı bir politika geliştirmek istemektedir. Bu yazıda, Topluluğun madencilik politikası yönünde aldığı yol ve bundan sonra alınacak kararlara büyük bir olasılıkla baz oluşturacak öneriler özetlenmektedir.

The request to establish and apply a clear mining policy in the European Community supported with the financial instruments as the equivalent of SYSMIN which is in force for the ACP Africa, Caraib and Pasif ic countries become intensified especially after the accession of Greece, Spain and Portugal. The Community is aware of the potential min­ing sector at lessening the degree of dependence imbalances especially in the member Mediterranean states and most importantly, as an integral part of the community indus­try, the commission believes that the mining sector deserves just as much attention as the other sectors of the improvement and reinforcement of the Community's economy. But this does not justifies the idea of establishing a special fund within the frame of a specific sectoral policy. The paper reviews the developments to set up a mining policy in the community since 1975 and outlines the resulted recommendations which will most possibly form the base for a Community mining policy
