AB Ülkelerinde Dolaylı ve Dolaysız Vergilerin Gelişimi: 1995-2007 Dönemi Türkiye’deki Gelişmelerle Karşılaştırmalı Analiz

Vergi sistemlerinin değerlendirilmesinde temel göstergeler arasında dolaylı ve dolaysız vergilerin yerinin incelenmesi önem taşımaktadır. AB ülkelerinde dolaylı ve dolaysız vergilerdeki gelişmelerin Türkiye ile karşılaştırmalı olarak 1995–2007 dönemi esas alınarak incelendiği bu çalışmada Türkiye’nin AB ülkelerine göre farklı dolaylı/dolaysız vergi yapısına sahip olduğu ve farklı bir gelişim gösterdiği, AB ülkeleri için genel bir eğilimin olduğu ancak farklı gelişme eğilimi ve yapı taşıyan ülkeler de olduğu belirlenmiştir. AB ülkelerinde dolaylı ve dolaysız vergilerin payının incelenen dönemde dikkat çeken bir değişim geçirmediği, Türkiye’de dolaylı dolaysız vergilerin payında söz konusu dönemde önemli değişiklikler olduğu ve AB’deki gelişmelerle karşılaştırıldığında, tersine bir değişme eğiliminin var olduğu görülmüştür.

Development of Direct and Indirect Taxes in European Countries: A Comparative Analysis with Turkey (1995-2007)

An analysis of direct and indirect tax burdens and its comparison with the other main indicators in the economies are important for evaluation of tax systems. If the comparison of tax system is carried out between Turkey and EU countries regarding direct and indirect taxes for the period of 1995 and 2007, it will be realized that Turkey is different in terms of both direct/indirect tax structure burden? . Also the progress of distribution of direct and indirect tax revenues over the years is different in Turkey than the EU countries. There is a different kind of trend in the EU countries, although there are some other counties which have different tax structure and trends in the EU. In general the shares of direct and indirect taxes have not been changed significantly between 1995 and 2007 in the EU. On the other hand, some EU countries have different trends which is examined in the study. Comparison of indirect and direct taxes over the years in Turkey a significant change which is in the opposite direction of other EU countries.
