Türkiye İçin Bir Makroekonomik Belirsizlik Endeksi Önerisi

Bu çalışmada, Türkiye için bir makroekonomik belirsizlik endeksi oluşturulması amaçlanmıştır. Çalışmada oynaklık bir diğer tabir ile volatilite kavramına dayalı bir yaklaşım izlenmiştir. Finansal değişkenlerin volatilitelerinin arttığı dönemlerde söz konusu değişkene ilişkin belirsizliğin de arttığı kabulü ile döviz kuru, faiz oranı ve hisse senedi piyasası finansal göstergelerinin volatiliteleri ele alınmıştır. Üç farklı finansal değişkene ilişkin volatilite serileri Genelleştirilmiş Otoregresif Değişen Varyans (GARCH) yöntemi kullanılarak elde edilmiştir. Münferit volatilite serileri Atta-Mensah’ın yaklaşımı izlenerek ve aynı zamanda OECD’nin Bileşik Gösterge Oluşturmaya dair el kitabından faydalanılarak bir endeks haline getirilmiştir. Oluşturulan belirsizlik endeksinin yükseldiği dönemler yaşanan olaylar bazında vaka çalışması olarak sunulmuştur.

Suggestion of a Macroeconomic Uncertainty Index For Turkey

In this paper, we aimed to construct a macroeconomic uncertainty index for Turkey. While we are constructing this index we followed the volatility measuring approach. On the assumption that when uncertainty rises the volatilities of the financial variables rise, we take consideration of exchange rate, interest rate and stcok market volatilties. Three individual volatility series are estimated by using (Generalized Autoregressive Conditional Heteroskedasticty) GARCH method. These aforementioned individual volatilities are combined by following the way of Atta Mensah (2004) and also using the OECD’s handbook on constructing composite indicators. A case study analysis has been made for the dates that constructed uncertainty index has high levels.
