Habitat konferanslarında küresel kent: Sorunlar ve çözüm odaklı eylem planları

İnsanlık açısından yerleşik hayata geçiş en önemli kırılmalardan biridir. İlerleyen süreçlerde kentler, toplumların yaşadıkları değişim ve dönüşümün ana merkezi olmuştur. Güvenlik, ticaret, istihdam, daha iyi yaşam beklentisi vb. unsurların varlığı kentleri cazibe merkezi haline getirmiştir. 20. Yüzyılın kilit kavramlarından olan kalkınma ve küreselleşme, kent yerleşimlerinde çeşitli yoksunluklar ortaya çıkarmıştır. Barınma sorunları öncülüğünde zincirleme ortaya çıkan diğer sorunların (istihdam, çevre, güvenlik, eşitsizlikler vb.) toplumlar ve ülkeler üzerinde artan maliyetleri Birleşmiş Milletleri (BM) harekete geçirmiştir. Habitat aracılığıyla ilk kez 1976’da düzenlenen konferansta yerleşim sorunları ele alınmıştır. Günümüze kadar yapılan 3 konferansta yerleşim temelli sorun alanları üzerinde durulmuş ve çözüm odaklı eylem planları açıklanmıştır. Çalışmamızın başlangıcında küreselleşme ve kent ilişkisi incelenmektedir. Daha sonra, insan yerleşimleri sorunlarına odaklanan BM-Habitat kurumsal yapısı ele alınmaktadır. İlerleyen kısımlarda, 1976’dan 2016’ya Habitat Konferanslarında insan yerleşimlerine ve küresel kent perspektifine dair ele alınan yaklaşımlar incelenmektedir. Çalışmamız, literatür incelemesine dayalı tarama yöntemiyle gerçekleştirilmiştir.
