ULUSLARARASI TİCARETTE YENİ AVRASYA ULAŞIM YOLLARI ARAYIŞI: DEMİRYOLU YÜK TAŞIMACILIĞINA ETKİLERİ

Avrupa ile Asya arasında giderek artan ticaret, denizyoluna alternatif yeni ulaşım yolları arayışını hızlandırmıştır. Özellikle Asya limanlarında yaşanan sıkışıklık ve deniz taşımacılığında yaşanan fiyat dalgalanmaları, kapasite fazlası bulunan demiryollarının geliştirilmesi konusunu gündeme taşımıştır. Demiryolu koridorlarının geliştirilmesi çalışmaları, Çin’in 2013 yılında açıkladığı Yeni İpek Yolu (OBOR) ve 2017 yılında Kuşak ve Yol (BRI) olarak yeniden adlandırdığı girişimi ile ivme kazanmıştır. Avrupa-Asya arasında coğrafi açıdan çok avantajlı bir konumda olan Türkiye bölgede daha etkin rol oynayabilmek ve devam eden ticaret savaşlarından kârlı çıkabilmek için demiryolu taşımacılığını geliştirerek rekabet avantajı sağlamak durumundadır. Bu çalışmanın amacı, küreselleşen üretim ve değişen dağıtım sistemlerinin ortaya çıkardığı yeni lojistik anlayışını ve ulaşım yolları arayışını yük taşımacılığı açısından değerlendirmek, Türkiye’nin bulunduğu coğrafyada demiryolu yük taşımasına etkisini ve demiryolunun gelişmesine yönelik paydaşların algı ve beklentilerini incelemektir.

SEARCHING FOR NEW EURASIAN TRANSPORT ROUTES FOR INTERNATIONALTRADE: IMPLICATIONS TO RAILWAY FREIGHTTRANSPORT

has triggered the development of new transport corridors alternative to maritime routes, from the long-term perspective, to redirect some of the trade flows to other routes. Especially, congestion in the Asian ports and price fluctuations in the sea freight market have brought up the rail transport, which has still not yet reached its optimum potential, into the agenda of numerous international initiatives. The announcement of China’s the Belt and Road Initiative (BRI) has become a turning point for the development of the rail transport corridors. Having a strategic geographic position between Europe and Asia, Turkey should improve its railway system to achieve competitive advantages and to benefit from the existing trade wars. The purpose of this study is to review the current changes in the logistics environment generated by the globalization of production and distribution systems and development of new freight transport corridors; to evaluate its implications to the rail freight transport and to understand the perceptions and needs of rail stakeholders for using rail.
