GEÇMİŞTEN GÜNÜMÜZE RUSSKİY MİR (RUS DÜNYASI): BİR KİMLİK PROJESİNDEN ULUSLARARASI POLİTİKAYA

Bu çalışmanın amacı Soğuk Savaş sonrası dönemde Russkiy Mir (Rus Dünyası) kavramının Rus dış politika söylem ve uygulamalarındaki rolü ve önemini incelemektir. Bu kavram, kültürel ve dini kimlik tartışmalarının bir parçası olarak ortaya atıldığı halde, son yıllarda Rusya’nın yakın çevresine dönük dış politikasının önemli bir unsuru haline gelmiştir. Rus hükümeti, dış politika yapım sürecine Rus Ortodoks Kilisesi ve Rus Dünyası Vakfı gibi kuruluşları da dâhil ederek, Rus Dünyası kavramını özellikle yakın coğrafyasına yönelik dış politika hedeflerine ulaşmada daha etkin şekilde kullanmaya çabalamaktadır. Ancak, Rus Dünyası eksenli dış politika söyleminin hedefinde yer alan Ukrayna ve Belarus gibi ülkelerin tepkileri göz önüne alındığında, kavramın Rusya’nın yakın çevresiyle ilişkilerinde bir gerginlik ve sürtüşme unsuru olabildiği görülmektedir. Bu çalışmada Rus Dünyası kavramının tarihsel kökenlerinden yola çıkılarak, kavramın Rusya’nın yakın çevresine yönelik dış politikalarında kullanımının günümüzde ne derece etkili olduğu incelenecektir.

RUSSKİY MİR (RUSSIAN WORLD)FROM PASTTO PRESENT: FROM AN IDENTITY PROJECTTO INTERNATIONAL POLICY

The aim of this study is to examine the role and significance of the concept of the “Russian World” in Russian foreign policy discourse and practice. This concept, which had initially emerged as part of the discussions on religious and cultural identity, has become a significant component of the Russian foreign policy towards its immediate neigborhood. The Russian Government aims to use the concept more effectively to reach its foreign policy goals in the post-Soviet region by including Russian Orthodox Church and organizations such as Russian World Foundation. However, the concept seems to have become a source of conflict and friction in Russia’s relations with its neigborhood given the reactions of the countries like Ukraine and Belarus, which have been the target of the “Russian World”- oriented foreign policy discourse. This study focuses on the use of concept of the “Russian World” in Russian foreign policy. By exploring its historical foundations, it aims to look into whether the use of the concept as a foreign policy category has been effective in Russian foreign policy today.
