Osmanlı/Türk Basın Tarihi Yazımı Üzerine Eleştirel Bir Değerlendirme
Bu çalışma, Osmanlı basınının ortaya çıkışı üzerine odaklanan tarih yazımını eleştirelbir perspektifle ele alma amacındadır. Geleneksel Osmanlı basın tarihi yazımına görebasının ortaya çıkışı, devletin modernleşme isteğinin bir sonucudur. Buna göre, yenilikçive aydınlanmacı Osmanlı yönetici seçkinleri gelişmiş Batı medeniyeti karşısındaİmparatorluğun dağılmasını engellemek amacıyla bir reform programı başlatmış vetoplumdaki değişimin yaratıcısı olarak basının gelişmesi için çaba göstermişlerdir.Kendisine pasif bir konum atfedilen halk ise bir okuyucu kitlesi meydana getirmekten uzakve durağan bir yapıdadır. Ancak Başbakanlık Osmanlı Arşivleri belgeleri ve 19. yüzyıldabasılan gazetelerin farklı bir yaklaşımla incelenmesi basının ortaya çıkışını hızlandırandinamik bir toplum yapısının varlığını göstermektedir. Bu yazı, Osmanlı İmparatorluğu'ndabasının ortaya çıkışının dünya kapitalizmindeki gelişmeler/gerilimler ve toplum içerisindedeğişik grupların çatışan çıkarları çerçevesinde ele alınabileceği iddiasındadır.
Critica Reevaluation of the OttOhan/Turkish Press Historiography
This study aims to review the Ottoman/Turkish press historiography with criticalperspective. Conventional Ottoman press historiography claims that, as the active actors ofthe Empire, the reformist and enlightened Ottoman ruling elites initiated modernizationprogram to prevent the disintegration of the Empire that led to the development of theOttoman press. In the conventional Ottoman historiography, the public appeared as anunchanging entity that was far from forming reading public. Yet, this study argues thatreinvestigation of the state documents and the 19th century Ottoman newspapers showsthe dynamic structure of the Ottoman public that facilitated the emergence of the press.This study asserts that the emergence of the Ottoman press can be analyzed in relation tothe world capitalist economy as well as the contested interests of the diverse groups inthe Ottoman society.
