Stratejik yönetim ve toplam kalite yönetimi: Benzerlikler, farklılıklar ve kamu yönetimi için çıkarımlar

Stratejik yönetim ve Toplam Kalite Yönetimi (TKY), pek çok ülkenin kamu sektöründe yaygın olarak uygulanmasına karşın, iki yaklaşım arasındaki ilişki, benzerlikler ve farklılıklar ülkemizde fazla irdelenmemiş tir. Bu çalışma, mevcut literatürü gözden geçirerek iki yaklaşım arasındaki benzerlikleri ve farklılıkları ele almayı, kamu yönetimi için bir takım çıkarımlar ortaya koymayı amaçlamaktadır. İki yönetim yaklaşımının gelişimi ve uygulanması incelendiği zaman birbirleriyle uyumsuz olmaktan daha çok birbirlerini tamamladıkları ortaya çıkmaktadır. İki yaklaşımın da kamu yöneticileri tarafımdan dikkate alınması gereken potansiyel güçlü yönleri bulunmaktadır.

Strategic management and total Quality management: Similarities, differences and implications for public administration

Even though strategic management and Total Quality Management are widely applied in public administration of many countries, similarities, differences and interrelation between both approaches are not analyzed very much in Turkey. This study aims to elaborate the differences and similarities among two approaches and implications for public administration. Depending on analysis of development and implementation of both approaches it is concluded that they are complementary rather than dissonant. Each approach has potential strengths in comparison with the other, which public administrators should consider.
