Siyasi partilerin ve adayların seçim harcamalarının sınırlandırılması

Seçim dönemlerinde, siyasi partiler, adaylar ve üçüncü kişiler tarafından yapılan harcamaların seçim sonuçları üzerinde önemli bir etkisi olduğu ve bu durumun siyasi katılmada eşitlik ilkesine aykırı olduğu gibi gerekçelerle pek çok ülkede seçim harcamaları konusunda bazı düzenlemeler yapılmaktadır. Siyasi partilerin seçim harcamalarının düzenlenmesi konusunda en sık kullanılan yöntem ise, harcama miktarlarını sınırlandırarak denetim altına almaktır. Bu çalışmada siyasi partilerin ve adayların seçim harcamalarının sınırlandırılması konusu incelenecektir.

The restrictions to the election expenses of political parties and candidates

In many countries, a number of regulations on election expenses spent on during elections by the political parties, their candidates and third parties are introduced on the grounds that not only it is against the equality principle in political participation, but also it has significant effects on the results of the elections. The most frequently used method for the regulation of the expenses of political parties and candidates is to control the expenses by restricting the amount. However, the restrictions on election expenses may have some negative consequences in some fields, such as freedom of speech and theory of democracy. In this study, the restrictions imposed on the election expenses of political parties and candidates have been studied.
