Siyasa Oluşturma Sürecinde Ağ Yönetişimi Kuramı

Bu çalışma kamu yönetimi ve siyaset bilimi yazınında son yıllarda önemli yer tutmaya başlayan ve siyasa oluşturma sürecini anlama ve belirlemeye yönelik bir açılım olan 'ağ yönetişimi' yaklaşımının bazı kavramsal ve kuramsal boyutlarını ve başka kuram ve okullarla olan ilişkilerini incelemekte ve tartışmaktadır. Bu kuramın ve yansımalarının ilgili süreçlerin incelenmesinde, tartışılan bazı metodolojik ve uygulama sorunlarına rağmen, dikkate alınması gerektiği vurgulanmaktadır. Yaklaşımın siyasa oluşturma süreçlerinin incelenmesi dışında, kamu yönetimi ve özellikle örgüt çalışmalarına da önemli katkısının olacağı savunulmaktadır.

The Theory of Network Governance in the Public Policy Making Process

This paper explores and evaluates some of the conceptual and theoretical dimensions and its connections with other theories and schools of thought of network governance approach in the public policy making process which has been occupying a major place in public administration and political science literature in recent years. Despite the existence of some underlined methodological and application problems, it is claimed that this approach provides valuable insight and an important analytical tool not only for policy making field, but for public administration and organisational studies as well.
