Kamu yönetiminde stratejik plan uygulamaları: ABD örneği

Stratejik planlama ABD'de yerel yönetimler ve eyalet düzeyinde yaygın olarak uygulanmaktadır. 1993 tarihli Yönetim Performansı ve Sonuçları Yasasıyla federal kurumların stratejik plan oluşturmaları ve bu planları bütçe ve performans ölçümleri ile ilişkilendirmeleri zorunlu hale gelmiştir. Yasaya yönelik en önemli eleştiri, kurumlar arası farklıkları göz ardı etmesi, tek tip planlama modelinin tüm kurumlara uygulanabileceğini varsaymasıdır. Türkiye 'deki uygulama, gerek uygulama süreçleri, gerekse kabul edilen stratejik planlama modeli açısından ABD 'de federal düzeydeki uygulamalara benzemektedir. Bu çalışma, ABD 'de yerel, eyalet ve federal düzeyde stratejik plan uygu-lamalarınvirdelemekte, ülkemiz için bazı çıkarımlarda bulunmaktadır.

The practices of strategic planning in public administration: The case of the USA

Strategic planning is widely adopted at local and state level in the USA. The Government Performance and Results Act (1993) stipulates that federal institutions should develop their strategic plans and relate them with budget and performance measurement. The most important criticism to the Act is that it overlooks the differences among public organizations, assuming that the synoptic model can be applicable to all organizations. The implementations in Turkey resemble the federal level practices in terms of both implementation processes and the model adopted for the strategic planning. This study aims to analyze strategic plan practices at local, state and federal level in the USA, and to make some conclusions for Turkey.
