Dengeli Stratejik Performans Ölçüm ve Yönetim Sistemi'nin (Balenced Scorecard) Tasarımı ve Uygulanması

Dengeli Stratejik Performans Ölçüm ve Yönetim Sistemi, performans ölçümünün etkili bir stratejik yönetim için ön koşul olduğunu ileri süren bir yönetim tekniğidir. BSC, bir organizasyonun misyon ve stratejisinin anlaşılabilir performans ölçümleri şekline dönüştürülerek ifade edilmesini ve böylece stratejik ölçüm ve yönetim sistemi için gereken çerçevenin oluşturulmasını sağlar. BSC, geleneksel finansal ölçütlere üç yeni perspektif eklemektedir. Bunlar; müşteri, içsel işletme süreçleri ile öğrenme ve gelişmedir. BSC'nin stratejik yönetim aracı olarak kullanılması için, yöneticilerin, uzun dönemli stratejik amaçları ile kısa dönemli amaçlan arasında bağlantı kurmalarına yardımcı olan dört yeni işlemi yerine getirmeleri gerekmektedir: Vizyonun dönüştürülmesi, iletişim ve bağlantı kurma, faaliyet planları ve geribildirim ve öğrenme. Bu çalışmanın ana amacı, şirket stratejisinin yönetimi için BSC'nin geliştirilmesi ve uygulanması süreçlerinin incelenmesidir. Bununla birlikte çalışmada, bu süreçlerde ortaya çıkan sorunlarda tartışılmakta ve bu sorunların üstesinden gelmek için yöneticilere birtakım önerilerde bulunulmaktadır.

Design and Implementation of the Balanced Strategic Performance Measurement and Management System (BSC)

The article has focused on the Balanced Scorecard (BSC) as a management technique that announces the performance measurement as the first step for an effective strategic management. By using BSC, organizational mission and strategy has been transformed into an understandable performance measurement and thus a suitable frame might be created for the system of strategic measurement and management. BSC supplements traditional financial measures with three new perspectives, those of customers, internal business process and learning and growth. Managers are invited to introduce the four new processes that contribute to link the long term strategic objectives with the short term goals for using the BSC as a strategic management tool: translating the vision, communication and linking, business planning and feedback and learning. So, the article is to examine the development and the implementation processes of the BSC to manage corporate strategy. However, the problems existing in these processes are discussed and some tips are evaluated for the managers to overcome the problems.
