Türkiye'de Kamu Yönetimi Reform Sürecinde Etik Yapılanma

Bu çalışmada, Türkiye’nin kamu yönetimi reform sürecinin önemli bir parçasını oluşturan Kamu Görevlileri Etik Kurulu’nun oluşumu, kamu sektöründe etik yönetimi açısından, eleştirel olarak incelenmektedir. Çalışmada esas olarak Kamu Görevlileri Etik Kurulu’nun oluşumunun, uyuma dayalı etik yönetimi sisteminin temel unsurlarını korurken, Türk kamu yönetiminde etik yönetimini geleneksel uymaya dayalı etik yönetimi sisteminden dürüstlüğe dayalı etik yönetimi sistemine doğru kaydırdığı tartışılmaktadır.

Ethical Structuring in the Process Public Administration Reform in Turkey

This study critically examines the establishment of the Ethical Board for Public Servants, which constitutes a fundamental element of the process of public administration reform in Turkey, in terms of ethics management in the public sector. The study primarily argues that the formation of the Ethical Board for Public Servants has shifted ethics management in Turkish public administration from a traditional compliance-based ethics management system to an integrity-based ethics management system, while retaining the main components of the former.
