Özel Askeri Şirketlerin Savunma Politikaları Açısından İncelenmesi

Bu çalışmada hem gelişmiş hem de başarısız devletler tarafından milli orduların bazı işlevlerini yerine getirmeleri için kullanılan özel askeri şirketler (ÖAŞ’ler) incelenmiştir. ÖAŞ’ler olgusu, genelde özel sektör ile kamu sektörünün, özelde de özelleştirmenin ve piyasalaştırmanın sınırlarını tartışmaya açmakta ve yeniden tanımlamaktadır. Bu çerçevede, ilk olarak çalışmanın dayandığı kuramsal altyapıyı açıklamak amacıyla yeni kamu işletmeciliği ve yönetişim yaklaşımlarına değinilmiştir. Sonrasında, ÖAŞ’ler siyasi maliyet, ulusal güvenlik ve yasallık ölçütleri açısından değerlendirilmiştir. Son olarak, Türkiye’de ÖAŞ’lerin gelişimi ve bu yeni konunun idari ve yasal açılardan düzenlenmesi konularında inceleme ve önerilerde bulunulmuştur.

The Examination of Private Security Companies from the Viewpoint of Defense Policies

In this study, private military companies (PMCs), which are used for fulfilling some functions of national armies, by both developed and failed states, are examined. The phenomenon of PMC open to discussion and redefine the limits of private and public sectors in general, and the limits of privatization and marketization in particular. Within this perspective, firstly new public management and governance theories are mentioned to explain the theoretical background of the study. Afterwards, PMCs are evaluated by using the criteria of political cost, national security,and legacy. Finally, the development of PMCs in Turkey and administrative and legal regulation of this new topic are discussed and suggestions are made.
